    That makes sense. If the PCM isn't trying to open the valves, it doesn't check to see if they actually open, so you should be good to go at low RPMs.

    The PCM only retards the spark above about 3200 RPM. Below 3200 RPM you will not lose power due to stuck IMRC valves.
