Emissions Canister: What does it do?

Last week I took my 1993 Lincoln Mark VIII for a California smog test. The technician pointed out a plastic canister, about the size of large can of dog food, located underneath the passenger side headlight that has a few vacuum hoses coming out of the top.

Unfortunately, the technician primary language was not English, but he pointed to the canister and asked me to tighten one of the vacuum lines. The engine passed the smog test no problem, but he could have failed the car based on the loose hose.

I am trying to figure our the best way to access the canister; from below or from the wheel well. Knowing the name of this part will help me research how to remove and replace it.
