It looks like it came off the back of a flatbed to me. They use those hooks as hold downs.

Probably wanted a car port on his mobile home, and if its like most residential trailer parks, they didnt allow one... so he made his own.

Why is it 3 feet off the ground?

At least he can do oil changes without ever leaving the comfort of his own couch.
