Air bypass valve/vapor valve

I believe I have to move this to manually rotate the engine to get to the drain on torque converter. I don't remember doing this on my 94 when I drained torque converter. I searched part number and it says it is an air bypass valve or vapor valve.

Can anybody tell me what this does? Will I have any issues if I remove the line connected to it?

personally I pull the red plastic piece off the start/solenoid and bump it over with a screwdriver of a heavy duty switch designed for this.

That is part of the emissions, I have never removed mine, but your bolts look pretty crusty and rusty, so I would hit them with penetrating oil first. I would leave the big hose connected and remove the the vacuum line if you still are going to move it to turn over the engine with the crank/harmonic balancer bolt.
