headlight haze

I have cleaned, buffed and wet sanded headlight lenses before, but it seems if the INSIDE of my headlights have the haze in them as i cant get them clear. When i rub across them or place finger on lens i can see through the thickness of lens that inside is where problem is. Ive taken lamps apart before and i have a set of angel eyes that have been sitting in a box for a while now and now may be the time to upgrade. Anyone else happen to have this same issue or seen anything like this?

My headlights are like that as well. I tried using the turtle wax headlight restoring kit and I wet sanded so much, but as you said, the inside seems to be the problem. After wet sanding, the outside feels smooth but the inside is still gross looking. I've seen some people bake their headlights to soften the glue and take them apart that way to sand the inside but I am afraid of destroying it. I've seen this on my mom's car too but just not as much since her car is much newer.
