2002 Speedo calibration

We just took a short trip with CREMPF. Using GPS, the speedo is running slow by about 10% or so. To go GPS 72 mph, you have to drive 77-78 mph, indicated. The tires seem to be the correct size.

Using the same GPS on HOTLNC, and I see less than 2% error (GPS=70; indicated = 71 MPH)

This car was a rental car agency (Hertz) when purchased new. I wonder if they gear them slow to keep the customers from hot rodding?

Anybody hear of this going on?
 
My GPS was a few MPH off from both of my cars, could be just a slow tracking GPS system?
