A/C Changes Vents

The air conditioner in my 1993 Mark VIII stops blowing out the face vents and starts blowing out the defroster vents when the engine is under load. Anyone have any reason why and what the fix is?
 
There is a line that goes to a small plastic canisiter in the passenger fender well. It's probably broken somewhere...
