This shim is made for many different reasons:

First off the Passenger side intake/exhaust hydraulic chain tensioner pushes the tension side of the chain. This is not where the tension should be. Rather it should be pushing on the loose side of the chain.
SInce it pushes on the tensioned side of the chain the loose side of chain vibrates causing the chain to stretch and the intake cam to vary at different rpms.
On cars with the EEC-5 computer, in open loop the exhaust gas temperature on the passenger side is about 250 degrees higher than the driver's side, this again is cause by imbalanced air/fuel ratio between cylinder banks.

There are man obvious reasons that Ford made a mistake in this design.
Of course it is good to have the tensioner pushing on the tight side of the chain, which will cause wear and the loose side will vibrate.
This is not good for emissions either.
At WOT exhaust gas temperature would be even (they would have fixed this in the computer).

The solution to this problem is to shim the hydraulic tensioner to correct intake cam timing. Once this modification is complete, a balance of exhaust gas temperatures will occur, the engine will run smoother, the exhaust pulse will even, and potential peak HP may occur.

The shim I have is CNC laser cut and made from polished 316 Stainless Steel. These same shims sell for 75$ and more. My price is 30$ shipped (continental US) to LOD members and $60 to non members.

A lot of that stuff I read elsewhere Norm. The cam shim idea was not my idea by any means. I just make them and sell them.

yes it is only needed on the passenger side. Ford tensioned the drivers side chain correctly. They only screwed up the passenger side.
