Underwear Bill Gets Lots of Feedback in Norfolk

RICHMOND, Va. - A lawmaker in Virginia, tired of hearing about young people who wear their pants around their knees, has introduced a bill to prohibit low-riding pants.

Freshman Delegate Algie Howell Jr. of Norfolk says since he introduced the droopy drawers bill last month, he has been inundated with positive calls and emails.

Howell told The Virginian-Pilot that he kept hearing from customers in his barber shop that something needed to be done about young people who wear their pants around their knees, exposing their underwear.

When a House subcommittee took up the matter, the response was sympathetic yet skeptical because of legal issues.

The bill imposes a $50 fine for displaying one's undergarments in a "lewd or indecent manner." Howell says the term underwear is pretty self-explanatory.

"That's why they're called undergarments. They're supposed to be worn under something else."

It's going to the House floor for a vote.

Wearing saggy pants isn't displaying your undergarments in a lewd manner. Most of those people wear extra-long shirts anyway, or have boxers on that could double as shorts on a hot day.

If it were up to me, there would be no legal standards of dress. It should be legal to walk around naked if you want to. In Canada, it's legal for women to walk around topless.

I think there is something to be said for a uniform dress code. Until the mid 1960's there was an unwritten standard. Gentlemen wore suits and hat, especially when they were in public. Look at pictures of public places until the early 1960's. To dress otherwise would you make you stand out as a vagrant or trouble-maker. Now kids intentionally dress like convicts, thieves and "gangstas." Twenty years ago you would have been picked up by police if you were a male with a nylon stocking on your head. You have been suspected to be a mugger or a bank-robber. Now it is a dress style.

So if my bra strap slips down my arm when I'm wearing a sleeveless shirt, you think they'd fine me? Hey, how about plumbers? Let's go after them, I'd rather see underwear sticking out of someone's pants than cracks.

If they pass this law, teens will just find a new way of dressing which pisses everyone off. That's what they do. That's what we need them to do.

Whenever i see someone wearing one of those "caps", i always look twice and regard them with suspicion. That look still makes a person look like a mugger, whether they are or not.

I had a friend a few years back that wore those all the time, I finally asked him why black people where them, he said it didn't really have anything to do with style, but function, it was to keep their hair down.

As mentioned before, you can't ban styles of clothing like that. people aren't complaining about seeing boxers, they're complaining because they are afraid of urban youths, it's just a form of profiling.

Very true.

I've known for quite awhile that the best way to stay out of trouble is to look like you don't get in trouble. Works for a lot of people.

But rightly or wrongly, certain ways of dressing and certain pieces of clothing cause people to judge you negatively.

If they walk naked, they wouldnt need to shop for cloths in the first place. But shoe stores i tell ya, they're always 'winners ;)

As Jeff Foxworthy said on one of his records. You ever walk in on your grandmother when she's in the bathroom naked. That's God's way of getting even with you for wanting to see naked woman all your life. "So, you want to see naked woman do ya? Here's grandma"
