Fuel Pump time or Regulator woes??

My 95 Mark sat for a few years. When I went to fire it up it started really hard. Took 3-4 rounds of turning over to get running. I figured fuel filter, plugs or something simple. I changed everything out, and still had the problem. So I started thinking fuel delivery. I needed a car, so I kept driving it as it was only a pain when I started it. Now I'm starting to get random check engine light, and sputtering after 30min to an hour of driving. I also got too lean codes on both banks. I'm fairly sure the fuel pump is heading south, but I wanted to get you guys take on this.

I did a leak down test, and the pressure returns to zero almost immediately. Which could be the check valve in the pump, or the pressure regulator, from what I've read.

When I get her fired up, I only get just about 25psi to my gauge. I took a drive and even with load it stays around 25psi. When I remove the vacuum line from the regulator I see it raise by only maybe 1 psi.

I know this question has been asked a billion times in different posts. I have not been able to find one that clearly diagnosed the pressure regulator, and the fuel pump combination. Seeing the regulator has the ability to send fuel back to the tank, it could be part of this problem. Even though my pump seemingly only gives me 25psi, shouldn't the pressure regulator hold that pressure in the rail??

The fact that it gets worse over time, really points in my mind to the fuel pump. As it is the original pump, and is only giving me 25 psi. I haven't had a chance to test pressure after an hour of driving, guess that's the only thing I can think of. Sort of a game of roulette driving to work at this point. I guess it is very possible it could be both I guess. I'm doing lots of guessing here..:confused:
