thats the wiring harness for the amps that are mounted directly under the back dash, i had to move those so the speaker box would fit, so my amp rack is now on the back of my rear seat, the wiring harness was getting rubbed by the shock because the body mount is busted
it has now been (all 37 wires ) respliced and retaped and rerouted more tightly to the body, still looking for new shock body mounts

If you are referring to the upper shock absorber mount that bolts the shock to the body, they are still available from Lincoln. There is also someone on this or Mark VIII.org that makes a modified mount so you can mount standard shaft diameter shocks in the original mount area. I cant think of his name right now but as soon as it comes to mind, I'll add it to this post.

I bought my modified solid mount rear shock kit from Eddie at American Air Suspension. Works just fine. So far, so good... :) Here is a link:

You can get our kit including MONROE SENSATRAC shocks and our own "HARD CORE" SOLID SHOCK MOUNTS and have a "LIFETIME WARRANTY". Other mounts on the net are cheaply made of thin metal with studs that pull through. NOT OURS! Ours are made from a full 1/4 inch steel plate, tapped, then the case hardened studs are welded for extra strength. You won't pull these through!
