It's not illegal at all. Also you're not interpreting the phrase correctly, it's simply saying the note CAN be used and is legal to use and is valid for debts (payments.) It does not say that one MUST accept cash only that the cash is a legal tender. For that matter credit cards and checks are technically legal tender but nobody is forced to accept them.
I did read somewhere the reasons Apple had for this policy but I can't find it anymore. I know they limited the number of iPhones and restricted cash sales because people were buying them and shipping them overseas to be hacked.
Bestbuy doesn't know wtf they are talking about more than apple.
