I remember my first computer in 1995 - 200 megahertz. Everyone was amazed at its one gigabyte hard drive. Wow, people said, that is so big, you will never fill it up. Now Windows operating system is bigger than a gigabyte.AlexanderBoard of Directors Lincolns of Distinction

Was that 200mhz sys a Packard Bell?
I had one, top of the line multi-media PC!!! (for the time) I remember the same - "WOW...A GIG DRIVE!!!"
Bill Gates is quoted as saying while developing windows 95, "640k should be enough for anyone..." later he said that no one would ever fill up a 860mb hard drive...
The thing w/ your sys sounds like you have to reset the the on/off switch, or rather the switch is not resetting like it should, hence you have to rest it by powering down the constant 12volts to the board, and powering back up. Try to look for a bios update for your board, if you haven't already, just a thought.
