Radio, Command Center has Power with Key Off

I have a weird issue that, when I turn off my car and complete remove the key, the radio and command center stay powered. I can turn off the radio with the power button, but turn it one again without the key. Both the radio and command center have power. Any ideas one this? Could it be a relay that's stuck open?
