Speedometer is wacky

I am having a problem with my '98 Mark VIII. Recently my speedometer started acting up and constantly reading 140 mph. In addition, my odometer is ticking off miles even as the car sits still. I took it to an electrical specialist who sail my instrument cluster needed to be replaced. After installing the new cluster I am still having the same problem I also had an ABS sensor light come on recently. I had replaced one of the ABS sensors earlier this year. I'm puzzled by all of this and would appreciated any insights. Thank you.
