I had a similar problem and it was the potentiometer (the memory of the column). Like your brain for your body. I was fortunate enough to get a complete column from a South Philly junk yard from a 98 Mark and carried it into a Lincoln dealer for them to replace and fix. They used the best of parts from my existing and the junk yard column. They said I now have a bionic column. Anyway, I believe thats what you have to do.
