Steering problem

My 97 mark VIII does not return to straight after making a turn. I have to Physically assist the wheel back to the strait position. I have replaced the entire front end including new rack. Still does not return. Also, the Speed sensitive steering assist does not seem to be working, it is hard to steer at all speeds. Has anyone run into this problem before or have any suggestions as to what the problem might be? Thanks in Advance.

This isn't the first time I've heard about this problem, but I'm not sure that the other member I can think of that encountered it (M Darrah) ever got it resolved. We all assumed it had something to do with the speed-sensitive assist, but that's a system I don't have much information on.
 
Front end alignment problems can cause the steering wheel to not return to center, specifically the caster. It may need to be more positive to return to center better.
 
the common culprits are failed lower ball joints, and a bad alignment.
on top of that, there is an EVO in the steering pump that has been known to stick but that shouldn't mess with the return to center.

MArk never figure dit out. His steering was also very stiff. He tried new rack, all new suspension, alignment. Nothing worked. The only thing he never replaced was the steering wheel sensor ont he column. I always suggested that we swap my column with his to see if the problem followed the columns. He was never that motivated.
