Can I turn the wheel to the left so I can get to the oil filter?

With the front end off the ground you can turn the front wheels all you like and be perfectly safe.

You talking about the fuel filter??? I don't think you can get to the oil filter in any way besides underneith the car. Unless you pulled some major parts out.

the fuel filter is inside the left tirewell and not underneath the car.
