chugging @throttle tip-in

my brothers 93 mark is having a running issue!! starts fine revs well in park but under a load it has a chugging sound and surges. he has run the gambit(no codes present) replaced a leaky egr tube.egr valve.new plugs wires coils tested fuel pressure, tested the sensors(egr/tps and map) his cats are empty. I recomended checking cleaning the maf he cleaned it no change. it clears up about 3500 rpm seems to run/pull fine above 3500 although his economy has dropped to 18 everywhere. (used to get 22-24 around town and 29-30 freeway 65-75 no change(my 95 gets 27@65 and drops above that!!and thats driving nice!) any help would be great !! thanks

If they are open when they should be closed, the car will feel sluggish until 3500 rpms or so. The solenoid could be bad or there could be a vacuum leak since they are held shut by vacuum and open by spring tension when there is no vacuum signal. They could still be free to move, but open full time.
 
I'm not questioning, I'm asking. I thought the IMRC's operation from 3200 RPM's and above.
 
Gen I's operate via vacuum and spring, and at approx 3200 rpm the IMRC's will be wide open. Vacuum causes them to close under that.
 
thanks guys I will forward the info. I did'nt realize that they were spring loaded to open and vacuum pulled them shut. seems like a good way to exercise them if you don't get above 3500 very often! or a easy way to keep them open(by plugging the vacuum to them)
