Telescopic Steering Wheel

The 1997 Lincoln Mark 8 that i have been driving for the past two years has decided to torture me with the inconvience of not allowing me to adjust the steering colum inward or outward. It only manuvers up and down. It has been like this for months now and i want to know if yall have any suggestions on how to fix this problem. When i use the button on the steering colum to make the steering wheel move inward or outward it doesn't move at all but, it will make a short click like sound as if the steering wheel wants to move. I'm not sure if its the button on the steering wheel or if its more than that. What should i check for?

Do they make a autozone type repair manual that has troubleshooting help?
